Summary of Position Description
The Director is responsible for the devel! opment of strategic initiatives that result in the successful attainment of annual and multi-year outcomes, as specified in grant proposals approved by the funder. The Director, under the general supervision of the Senior Vice President for Community Health, plans, implements, manages and evaluates the success of the "From the First Tooth" Program. The goal of the program is to improve the oral health of Maine children, ages birth through 4 years, via the adoption of evidence-based procedures by pediatric medical providers (physician practices, health centers, etc.). The Director, the primary contact link to the funder, oversees the Maine and National Advisory Committees, and develops strategic relationships with national, state and regional professional medical and dental organizations, external and internal partners, state government, policymakers, and others. The Director writes complex proposals for funding, narrative and financial reports, and assures that all programm! atic and financial goals are met. Funding Note: This position ! is a grant-funded initiative and, as such, its' continuance is dependent on continued receipt of external funding.
Minimum Knowledge, Skills, and Abilities Required
Bachelor's degree with at least 9 years of progressive program leadership and management experience; or a Masters degree and 7 years of successful program-related experience.
Full working knowledge of public/community health theory and methods (planning, social marketing, behavior change, policy analysis, educational methods, data and analytic skills, program evaluation, etc.).
Successful program management history, including budget development/management, supervision of staff and consultants, purchasing, contracting, multiple funding sources, etc.
Solid knowledge of health systems, including organization and financing, third party reimbursement, MaineCare policy, national, regional and state health and dental organizations, etc.
Proven ability to develop and! manage a complex budget with multiple funding sources, develop annual budgets, write financial reports, provide on program data in narrative and graphical formats, etc.
Ability to develop bold, visionary strategy in partnership with the funder, advisors, and SVP of Community Health, and to anticipate/refocus strategic change in order to meet program goals effectively.
